In this PR: #455
it was discovered that the lockfile has a lot of unneeded things in it.

This PR:

upgrade dev node + npm, via volta
deletes the lockfile
re-generates the lockfile
updates the ci-build.yml GH Action workflow to accomodate the above changes

Looks like doing this ends up requiring most of the changes from: #455 -- so I'm going to close this PR, and propose #455 be next.
