A few CI and packaging updates:
pyproject.tomlfile (see PEP 518), so that we can declarenumpyas a build-time dependency. In theory, this should mean that apip install ibm2ieeeinstallsnumpybefore building.requirements.txtin favour of specifying the test dependencies viaextras_requireAlso bumps the version number and changelog in preparation for a 1.0.1 release.
