This PR adds special casing for 2 fork scenarios that we didn't differentiate in the original fork id spec, but scenarios that we do have enough information to handle. These were described by @ritzdorf in #2125 (comment) and a solution sketched in #2125 (comment).
This PR doesn't change the format or spec of the fork id, just makes validation a tad smarter.
