new(tests): EOF - EIP-7069: RETURNDATACOPY mem expansion and copy OOG

Follow-up in a similar vein to #664 (#664 includes basic refactors to the MCOPY test, which this test is also based on), with the same disclaimers (lots of copy pasted code) and same question about how to best refactor it (if at all)
