Due to a dingsda upstream bug and some updates, the dic parser broke. This fixes it and furthermore adds first tests for the parsers are added. These require unpacking the Wargame Data into the tests folder, which is possible using wgrd_cons_tools.

This patch changes two unknowns in the ess and sformat files to known and fixes a bug in the ess format description.
