Motivation
Add lerna changelog to help generate changelog easier.
The process is like this, every PR must be tagged with the available labels. For example
tag: internal.Then after release, someone (usually me) just need to run
yarn changelogto generate the changelogHave you read the Contributing Guidelines on pull requests?
