Upgrade clap* packages

Summary:
Upgrade `clap` and `clap_complete` to latest version.

Did not touch `clap_verbosity_flag` that is used by [three clap-3 using CLIs](https://www.internalfb.com/code/search?q=repo%3Afbcode%20clap_verbosity_flag).

Followed [this guide](https://www.internalfb.com/wiki/Rust/Third_Party_Libraries/Adding_or_Updating_Libraries/#updating-cargo-toml).
