Create html-only wagtail snippet

The content team using the embed table snippet to maintain table content in one location that can be reused throughout the site. They need one for basic html content that does not have the responsive wrapper.

Note:
To make the tables work in pages with sidebar, some CSS was added here, that wraps the embed-table-snippet in a responsive container which is why straight html inside here gets wrapped too.
