监听点 events https://developer.mozilla.org/en-US/Add-ons/WebExtensions/API/webRequest 在指定的事件上进行处理

为支持更加丰富的功能，引入可扩展的 action 支持，用于表示该条规则的动作，包括：

cancel 取消请求
redirect 重定向
skip 跳出执行
其它更多的动作...

此功能影响较大，需要小心设计，实现此项功能在支持 #10 #15 方面更加简单，同时能带来更强的扩展能力。
