This reverts commit 25b2e14.
While the commit was useful for getting the LegacyVM to interoperate with FVM-based networks (caterpillarnet), it causes issues with syncing our existing non-FVM-based testnets (butterflynet and calibrationnet). The improvement is no longer needed, since v16 switches to the FVM at which point we will not have epoch-based pricelists anymore.
