Re recent discussion on default baselayer not being set if the OpenStreetMap provider is disabled and therefore the fallback layer of provider[0], Style[0] is used.
This revealed a problem if the fallback layer was Bing/Aerial whereby it becomes impossible to select any layer from any other provider, the cause of which is the initial zoom levels for Bing are not set.
