When inserting missing definitions for variables, we only insert relations when the variable is used in "memory instruction". This makes sense for local variables, which should(?) not change between instructions of not directly used. Global variables, however, can be referenced from any code and can subsequently always change in memory instructions, even when not directly referenced.
This PR changes it so that relations are always used for global variables.
