This is the build parameters for bullseye.

Fixes #4298

@niedbalski this probably needs integrating into the staging workflow now

This has been overtaken now by the staging workflows so I'll merge the changes in there. Also note that the packaging repo is currently where packages are built from so any support needs providing there.
