workflows: windows: Use vcpkg to install dependencies #7764

Recently, I migrated to use vcpkg to install OpenSSL in Windows 32bit.
Also, I migrate to use vcpkg for same operations in Windows 64bit.

Testing

@patrick-stephens Do we need to save/restore mechanism to preserve/speed up for Windows workflows? This is because sometimes nasm.us website is down. So, we're basically need to implement it for our CI stability.

Yes, I think we should use the Github Actions cache to do this.
