What feature you'd like to add:
By default, disable metadata auto-sync when ThinRuntime.spec.management.metadataSyncPolicy.autoSync is not explicitly set.

Why is this feature needed:
Syncing metadata usually is not needed and may cause potential performance issue when using ThinRuntime.
