These Dart / Flutter versions contain the remaining DTD support changes, like the
--print-dtdflag on both the Dart and Flutter CLI, and the DDS / DevTools server logic to start DTD for CLI apps.By bumping the min Dart / Flutter SDK versions, we guarantee that users using the latest versions of
devtools_extensionsanddevtools_app_sharedwill have the expected DTD support.We will publish as a dev release for now, and then will bump the versions to the Dart / Flutter beta versions when the next beta release goes out and do a stable publish of these packages.
