Download, unzip and copy to mods folder %AppData%/Balatro/mods
If you want the actual venus card to be changed (not just text), open your balatro.exe with 7zip, and drop the 'tarots.png's in Balatro.exe\resources\textures\1x & Balatro.exe\resources\textures\2x respectively
Optionally; download the included exe and replace the existing program in your steam folder to skip this step.
