migrating Tails virtualization docs changes from securedrop PR #4866

Description of Changes

Migrates @rmol's instructions for creating a snapshottable Tails VM from freedomofpress/securedrop#4866

Testing

• Check out this branch.
• Run make docs.
• Visit http://localhost:8000/development/virtualizing_tails.html#linux
• Read the revised section critically.

If you use libvirt on Linux:

• Follow the steps under http://localhost:8000/development/virtualizing_tails.html#enabling-snapshots to create a Tails VM.
• Boot Tails
• Create a file under ~/Persistent.
• Use virt-manager to create a snapshot of the VM.
• Remove the file.
• Use virt-manager to revert to the snapshot.
• The file should be present again.

Hi @zenmonkeykstop, these docs are pretty dated now (Tails 4 based) and I don't think any of us are using this process -- I'd suggest closing this PR for now and we can revisit in future.

As per previous comment, closing this for now since it's Tails 4 based and would need to be re-done.
