Description

We tend to only publish OSSEC packages whenever we update them, but they're still done from a signed prod tag. It would be nice to get the noble packages out of the way before 2.12.0 happens, so we should be able to build it from the 2.11.1 tag.

I tested the packages on a noble systemd, so PR is up to move to prod: https://github.com/freedomofpress/securedrop-apt-prod/pull/161.
