Minor change to use the Futurepass balance for the Proxy ROOT deposit when calling add_delegate_with_signature
Requested change from the community. I have drafted the change for context, and will add tests if we decide to proceed.
Need to discuss the situation of the delegate being removed as currently it refunds the EoA as it assumes that the funds were paid out of this account
