Adds the SetMimicConstraintFeature with an implementation in bullet-featherstone using btMultiBodyGearConstraint. The MimicMotorConstraint in dartsim does not create a bilateral constraint between joints, so it does not satisfy the requirements of this feature, so only the bullet-featherstone implementation is provided for now.
