For #500.

@kltm here's a quick implementation if you want to try while I'm away. It's a bit slow. The command line would be:

./minerva-cli/bin/minerva-cli.sh --dump-owl-json --journal blazegraph.jnl --ontojournal blazegraph-go-lego-reacto-neo.jnl --folder jsonout

Noting it took about an hour and change to run locally at 8GB.
