These updates are fixes to enable TOMAS to integrate successfully in debug mode. This should be merged alongside:
Expected changes
TOMAS is expected to integrate successfully in debug mode in both GCHP and GC-Classic in dev/14.3.0 when also combined with updates to geos-chem as summarized in comment in #1741.
