Grab the BIN rules from Wikipedia and update to make sure we handle the full range of Mastercard, handle Discover 16 digit, and tighter constraints on Amex. Plus, we decrease the amount of time we spend doing error correction, so that scans will appear faster, and we expose it as a public variable (at least for Swift) so that people can tweak it if they're so inclined.
