windows: delete TestGetKeyboardLayout

According to https://learn.microsoft.com/en-us/windows/win32/api/winuser/nf-winuser-getforegroundwindow GetForegroundWindow can return nil in some circumstances. So GetForegroundWindow cannot be used in the TestGetKeyboardLayout. Just delete the test for now.
