It looks like this causes a legit failure (or at least the same on 2/2 runs) where the admin server doesn't start: Admin server unavailable: rpc error: code = Unavailable desc = connection error: desc = "transport: Error while dialing dial tcp 127.0.0.1:8090: connect: connection refused".
