The native java rules (and associated symbols / providers) in Bazel have been ported to Starlark, and will soon be moved out of Bazel and into rules_java. This means users need to load the rules / symbols from @rules_java. This is currently targeted for Bazel 8 later this year.

Redirects to the native symbols have been available in rules_java since ~2022 (v5.3.5).
