This commit improves the existing documentation for the migrate-utf8 command in mimirtool to make it easier for users to understand what the command does, how to use it, and it's relevance to the wider UTF-8 initative in Prometheus, Alertmanager and Mimir. (cherry picked from commit 49be828)
