It should be able to accept URLs found on this page:

For example:
perlbrew install https://github.com/skaji/relocatable-perl/releases/download/5.40.0.0/perl-linux-amd64.tar.gz
Or, with `--as` parameter:
perlbrew install https://github.com/skaji/relocatable-perl/releases/download/5.40.0.0/perl-linux-amd64.tar.gz --as perl-5.40
Currently this only download + extract the tarball, then move its
content to the installation dir, without checking whether os/arch
actually matches current environment.

skaji/relocatable-perl is a binary release provided by @skaji -- basically the binary build out of perl source code, without extra patches. But with
userelocatableincenabled by default, and thus suitable to work with perlbrew.Wtih this PR, we introduce a form of
perlbrew installlike this:Or, with

While further improvements are required (eg, detecting OS / arch), this PR is the starting point.
