Biome と Lefthookの設定を加えました！
Description
formatterとlinter用に Biomeの設定を加えました。
コントラクト側には solhintをインストールしてlintが適用できるようにしました。
GitHub Actionsの設定ファイルにも適用しています。
また、 lefthookの設定も加えたことでコミット前にbiomeのcheckが毎回入るようにしています。
あとは余分なファイルを削除したりvscodeの拡張機能の設定を若干変更しました！
