terraform: prune tainted destroys if no tainted in state [GH-1475] #1523

Fixes #1475

There are realistic cycles that can exist with tainted resources in certain cases, but we should prune those nodes out of the graph if there is no actual tainted resource to destroy. This avoids the cycle except in real situations where one exists (which would be very difficult to trigger).
