Update usbhid-dump to complete 1.3 release

Update usbhid-dump to complete 1.3 release. Previous update was to
incomplete release, missing two last changes.

This release adds several build fixes, manual page and an infinite loop fix
in command-line option parsing on unsigned char platforms.
