This PR adds a script to download dbGaP study identifiers from BDC Gen3. This means that we don't need to update that file manually any more, but can run this script to update it automatically instead!
It also updates the dbGaP identifiers file with the current identifiers from BDC Gen3. Note that this script ignores non-dbGaP study IDs, since Dug doesn't support those as yet.
Once the dbGaP IDs file is moved into another repository, this script should move with it.
