  I created this PR to fix the failing GitHub Actions.## Description
  This PR fixes the failing GitHub Actions run in the spark-upgrade repository. The flake8 command was failing with exit code 1 due to missing blank lines in the rules.py file. This PR adds the required blank lines at the specified locations to resolve the issue.

Summary of Changes

• Added two blank lines after line 24 in pysparkler/src/sparksql_upgrade/rules.py.
• Added two blank lines after line 418 in pysparkler/src/sparksql_upgrade/rules.py.
