What does this PR do?
ubuntu-latestis now Ubuntu 24.04, which uses Python 3.12 and thus it looks for Python-3.12 compatible packages only. So, we change toruns-on: ubuntu-22.04instead ofubuntu-latest.Thanks to @regisss for this info (internal link)!
