[CI] replace ubuntu version to 22.04. #9656

What does this PR do?

ubuntu-latest is now Ubuntu 24.04, which uses Python 3.12 and thus it looks for Python-3.12 compatible packages only. So, we change to runs-on: ubuntu-22.04 instead of ubuntu-latest.
