ci: use reusable workflows and shared renovate config

Summary
Update GitHub Actions workflows to use Hypera Development's shared workflows.

Changes

• Use shared reusable workflow files
• Use shared Renovate config base
• Disable publishing to Sonatype and Maven Central
• Update Gradle to v8.5
• Update dependencies
