protocols: do not capture cursor in hyprland-toplevel-export without pointer focus #9042

Describe your PR, what does it fix/add?

Fixes cursors being rendered on exported toplevels when they don't have pointer focus. This is usually when they're on another workspace or covered by a window.

Is there anything you want to mention? (unchecked code, possible bugs, found problems, breaking compatibility, etc.)

Is it ready for merging, or does it need work?

Ready to merge.
