@Zen-44 Could you remove the implementation details as the implementation is likely to be different from the one described.

For example:

"The UndelegateTx will force a mining identity list update.

The mining identity list will not be forced to update after the UndelegateTx. The list is being updated every 50 blocks (for fast sync to work).

Essentially, only 2 changes need to be specified:

  1. Identities with pending undelegation status will be allowed to delegate to any address, while discrimination will be taken into account within the pool (similarly to the case when the pool consists only of Newbies).

  2. Penalty system changes: When undelegating from a pool, the address inherits the pool's mining penalty if any. An address with an active mining penalty can not delegate its mining rights to any pool.

@midenaio Is this the only part that needs to be removed?

The UndelegateTx will force a mining identity list update.

Edit: Let me know if I should revert any of the commits.

Merged! Thank you. I think we won't need the preliminary oracle voting for IIP-8 as it only extends the protocol but does not affect the economy or security. We will include the IIP-8 changes into the upcoming hard fork.
