Per RFC 7997, non-ASCII characters may appear within the body of the document. The element is required for cases where the non-ASCII characters are needed for correct protocol operation. The "Non-ASCII characters in RFCXML" page needs to be updated to capture this newer guidance, which is based on an RSAB decision. See also the Web Portion of the Style Guide.
