Context:
Updates the release process document to clarify the release cadence for major and minor releases. The alpha-beta-rc progression is now necessary for major releases and optional for minor releases based on the scope of recent updates and discussions with Ignite's core maintainers. Patch releases remain fast-tracked without this progression. General refinements also made.
