Support conformance_monitoring_sa role and dependent scenarios on our CI

As illustrated by this PR and the underlying issue, it would be helpful to be able to create off-nominal operations on a purely mocked setup (such as the one we run in the CI), where the USS under test is an instance of our own mock_uss.

This issue is first and foremost there for tracking: we probably need to spend some time thinking on how best to implement it.

I think we can now use f3548_self_contained for this (expand jurisdictional configuration to include CMSA) since utm_implementation_us has been broken out into a separate config.
