I am not sure how I can remove the request variable?
Without the argument for the function template, there is no way to pass RequestType.
I have tried and I got following compiler errors.

you can assume method_info has a function
get_metric_cost_map().
it return map<string, int>*.
if nullptr, or empty in size, not need to call Quota.
Otherwise, just pass the pointer to info.

If the Aggregated is a template class, then it would work. But those functions are template function. Without the argument, there is no way to pass the RequestType.
