让其他非团队开发人员，也可以使用isx工具方便开发项目
先isx login，登陆用户
isx clone 下载项目

  1. 判断用户是否已经fork spark-yun项目
  2. 如果已经fork直接下载，如果没有fork，帮他fork，并下载项目
  3. 检查是否可以fork vip项目，如果可以fork，帮他fork，并下载项目，否则不操作
