Deck submission should be part of registration.

Once a player hits the "pre-registration" button, he should be prompted to enter a deck list before being registered. This way tournaments will always have 100% participation.

This should, at best, be an option at a event level, with a default at
the series level.

This should be amended so that it is "required registration", i.e., you aren't pre-registered for the event until they enter a (valid) deck.
