add tooltips in admin like in JEM for J3

in Joomla 3 (and so in JEM 2.3.x) in the admin area there were tooltips on the labels.
Unfortunately this is gone in Joomla 4 and it makes the orientation for users more difficult.

I suggest that we re-add them for JEM 4.

Yes, we can build it the same way for the labels in the modules.
It will be a piece of handwork to add them all.
