I'll do a follow up PR afterwards for deprecating the
whitelistedSnapshotsoption ofno-large-snapshotsin favor ofallowedSnapshots.Also refactored
generate-rules-tableto (re)generate the header for each rule's doc, and implemented a check for it in actions.
