Use bitnami/kubectl:latest as base image by default

Changed to using the `latest` image tag of `bitnami/kubectl` for all of our `latest` image builds. So we are always shipping with the latest `kubectl` version (for those that want it). This does not change our existing tagged releases, which base on a specific `major.minor.patch` tag.
