  • make sure symlink from /boot/firmware/cmdline.txt exists
  • go ahead and ensure cgroups v1 is set and reboot before install so we don't end up interrupting home assistant post-install setup with reboot or unsupported due to no reboot

cmdline.txt is in `/boot/firmware/`, so we make a symlink to `/boot/cmdline.txt` so that the supervised installer can detect that cgroups v1 is enabled
