Switching keyboard layout by KEYB command and codepage by CHCP command didn't work as intended in certain conditions.
This PR fixes such flaws.
I personally tested VS x64 build on Windows 10 22H2.
Additional information
KEYB JP command fails in 2023.05.01 release
CHCP command didn't work on non-TTF output in 2023.05.01 release.
