Fix Github Actions docs pipeline

Latest mkdocs-material fails documentation building about unsupported extenstion. Updated extension and pinned Python packages in `docs/requirements.txt` to major versions to prevent uncontrolled breaking changes in future. Signed-off-by: Azamat H. Hackimov <[email protected]>
